i have been renting now for almost 2 years, i live on the top 2 floors of a 3 story house and do not get along with my neighbors on the first level. the house has one main heating unit so heat is included in my rent, however i pay my own electrical. now that it is getting cold and we are not getting heat as the man downstairs controls the temp. we need to use electric heaters, the problem is i have no access to my electrical box, it is located in the basement and the man down stairs has the door padlocked. do i have any legal rights to my electrical box as i pay for my own electric? i live in mass.
