I lived with my mother and step-father in north carolina since i was 2 years old. while growing up i might have seen my biological father 50 times, maybe. however he would never consent to giving up his rights so my step-father, who i call dad, could legally adopt me. i am 24 now, and last i have heard my biological father still lives, can i still be adopted by my step-father? note, i have no idea where my biological father is, so i can not notify him. If this is possible, how do i go about it? i can't find any information on the NC secretary of state, i honestly think i can do this without a lawyer, do i really need to contact one in order to accomplish this?
