How much would it cost for a start up business on a newspaper company? What would be the cost if you sold me a business plan? Example Similar to L.A. Times

Or how should I begin my business plan with-
Company Name: News Waves Press or L.A. Square Press
Employee# 250-500
Total Labor Cost:???
Rent:???
Machinery Cost:???

Is it too difficult to start up that type of business?
I wish to contribute to creating more jobs here in California some day.
