"Under the Terry ruling, a police officer may stop and detain a person based on reasonable suspicion." In NYC the police give a summons or arrest at a rate of only 10% of those stopped. CLEARLY, the NYC Police are NOT using reasonable standards! It would seem that unless they are much closer to 50% that those stopped and NOT cited should file civil lawsuits for violation of their 4th Amendment rights.
