Before ordering living will power of attorney forms I have no family, no friends of consequence but I don’t want state to make my decisions... Is there a way to name an unbiased person to handle my affairs?

In most jurisdictions, you can appoint any person of legal age and of sound mind to act as your Power of Attorney and Health Care Proxy, but you should get their consent in advance. They can decline the power and you will have accomplished nothing. I recommend you also have at least one back up. The Court will not appoint a Power of Attorney. If it gets to this point, the Court is usually dealing with Guardianship.
